This idea is reinforced by contemporary policymaking in response to successive forced migration or displacement events \u2014 both climate- and conflict-induced \u2014 that encourage greater&nbsp; investment in securitized infrastructure along border lines. For example, Frontex, the E.U. border and coast guard agency, will see its budget rise from \u20ac280 million in <a href=\"https:\/\/www.frontex.europa.eu\/assets\/Key_Documents\/Annual_report\/2017\/Annual_Activity_report_2017.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">2017<\/a> to \u20ac900 million in <a href=\"https:\/\/www.telegraph.co.uk\/global-health\/fortress-europe-borders-wall-fence-controls-eu-countries-migrants-crisis\/\" target=\"_blank\" rel=\"noreferrer noopener\">2027<\/a>.&nbsp;<\/p>\n\n\n\n<p>As a result, the world has seen a remarkable increase in walls, barriers and fences. At the end of the Cold War, the world had just 12 border walls. Today that figure has <a href=\"https:\/\/www.migrationpolicy.org\/article\/rapid-proliferation-number-border-walls\" target=\"_blank\" rel=\"noreferrer noopener\">risen to 74<\/a>, with the majority constructed since the beginning of the 2000s. Together, they extend for more than 32,000 km \u2014 80% of the Earth\u2019s circumference.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Number of border walls globally, 1950-2020<\/h3>\n\n\n\n<div class=\"wp-block-group\"><div class=\"wp-block-group__inner-container is-layout-constrained wp-block-group-is-layout-constrained\">\n<div class=\"flourish-embed flourish-chart\" data-src=\"visualisation\/16754256\"><script src=\"https:\/\/public.flourish.studio\/resources\/embed.js\"><\/script><\/div>\n<\/div><\/div>\n\n\n\n<p>Despite this momentous trend towards fortification, borders remain a place of economic, social and cultural exchange for millions of workers around the world.<\/p>\n\n\n\n<p>In Europe, within the boundaries of Schengen and the EEA (European Economic Area), E.U. workers are free to cross borders without the need for additional legal status, thanks to the E.U.\u2019s foundational <a href=\"https:\/\/www.europarl.europa.eu\/factsheets\/en\/sheet\/41\/free-movement-of-workers\" target=\"_blank\" rel=\"noreferrer noopener\">free movement of labor<\/a> principle.&nbsp;<\/p>\n\n\n\n<p>Neighboring member states often agree to special rules for these workers through <a href=\"https:\/\/taxation-customs.ec.europa.eu\/treaties-avoidance-double-taxation-concluded-member-states_en\" target=\"_blank\" rel=\"noreferrer noopener\">bilateral double taxation conventions<\/a> or, in the case of the Nordic countries (Denmark, the Faroe Islands, Finland, Iceland, Norway and Sweden), a <a href=\"https:\/\/www4.skatteverket.se\/rattsligvagledning\/27531.html?date=2024-01-01\" target=\"_blank\" rel=\"noreferrer noopener\">multilateral income tax treaty<\/a>.&nbsp;<\/p>\n\n\n\n<p>In the E.U. in 2020, 2 million employed people aged 15-64 years (<a href=\"https:\/\/ec.europa.eu\/eurostat\/web\/products-eurostat-news\/-\/ddn-20210610-1\" target=\"_blank\" rel=\"noreferrer noopener\">1% of all employed<\/a>) commuted from their region of residence to a different country for work. The highest rate of cross-border commuting in 2020 was recorded in Slovakia, where <a href=\"https:\/\/ec.europa.eu\/eurostat\/web\/products-eurostat-news\/-\/ddn-20210610-1\" target=\"_blank\" rel=\"noreferrer noopener\">5% of employed people<\/a> commuted to a different country for work, followed by Croatia, Estonia and Luxembourg (3% each).&nbsp;<\/p>\n\n\n\n<p>Outside of the E.U., however, the free movement of labor is not always so simple. On the U.S.-Mexico border, for example, where there are an estimated <a href=\"https:\/\/smartbordercoalition.com\/about-the-border\" target=\"_blank\" rel=\"noreferrer noopener\">372 million<\/a> annual legal crossings across 48 points of entry, commuters who can afford to <a href=\"https:\/\/oig.justice.gov\/reports\/INS\/e0019\/bckgnd.htm\" target=\"_blank\" rel=\"noreferrer noopener\">pay an annual premium<\/a>, as well as undergo extensive background checks and interviews, are able to reduce their border wait times from an average of <a href=\"https:\/\/bwt.cbp.gov\/details\/09250401\/POV\" target=\"_blank\" rel=\"noreferrer noopener\">90 minutes<\/a> to just 15. Those who can\u2019t afford to, however, must factor long traffic queues into their commutes.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Borders \u2014 particularly those arbitrarily demarcated by colonialism \u2014 disrupt communities and informal economies. In the East African Community region of Africa, for example, the busiest cross-border commutes occur along the Uganda-Kenya border at Busia and Malaba. Here, in Busia County, there are over 60 formal and informal crossing points, and approximately <a href=\"https:\/\/www.socialscienceinaction.org\/resources\/key-considerations-cross-border-dynamics-between-uganda-and-kenya-in-the-context-of-the-outbreak-of-ebola-2022\/\" target=\"_blank\" rel=\"noreferrer noopener\">23,000<\/a> people cross per day. The borderland economy is highly dependent on informal cross-border trade: Over <a href=\"https:\/\/reliefweb.int\/report\/uganda\/iom-flow-monitoring-survey-dashboard-uganda-kenya-border-october-2022\" target=\"_blank\" rel=\"noreferrer noopener\">60%<\/a> of border crossers are self-employed, and return across the border within one day.<\/p>\n\n\n\n<p>The complication of paperwork, premiums and border wait times disrupt the flow of business. The <a href=\"https:\/\/www.ey.com\/en_gl\/news\/2023\/03\/rise-of-the-cross-border-career-employees-prioritize-life-changing-international-work-experiences\" target=\"_blank\" rel=\"noreferrer noopener\">EY 2023 Mobility Reimagined Survey<\/a> found that 88% of employers believe mobility can help address global talent shortages, yet only 47% of businesses currently have a consistent mobility policy that addresses increasing demands for flexible and agile working.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Despite the challenges, economic opportunities continue to draw people across border lines.
