What\u2019s driving this trend, and where do workers come in?<\/p>\n<\/div><\/div>\n\n\n  <div class=\"entry--meta content-width\">\n           <p class=\"authors\">By\n                        <a href=\"https:\/\/rethinkq.adp.com\/author\/nick-hannes\/\">Nick Hannes<\/a>\n\n             \n         \n     <\/p>\n    \n  \n  <p>1 July 2024  <span class=\"desktop-only\">\u2014<\/span> <a href=\"https:\/\/rethinkq.adp.com\/issue-12-resilience\/\">Issue 12: Resilience<\/a> \n  <\/div><!-- .entry-meta -->\n\n<\/header><!-- .entry-header -->\n\t<div class=\"entry-content content-width\">\n\n\n\n<p>We are in the midst of a <a href=\"https:\/\/newcitiesmap.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">new city<\/a> building boom. In 2019, \u200b\u200bmore than <a href=\"https:\/\/www.theguardian.com\/cities\/2019\/jul\/10\/should-we-build-cities-from-scratch#:~:text=New%20dots%20have%20been%20popping,40%20nations%20around%20the%20world.\" target=\"_blank\" rel=\"noreferrer noopener\">120 cities<\/a> were being built in 40 nations around the world. This boom only accounts for half of the new urban area needed to accommodate the 2.5 billion new city dwellers projected by 2050 \u2014 <a href=\"https:\/\/www.un.org\/development\/desa\/en\/news\/population\/2018-revision-of-world-urbanization-prospects.html\" target=\"_blank\" rel=\"noreferrer noopener\">68% of the world\u2019s population<\/a>.&nbsp;<\/p>\n\n\n\n<p>But what about new capital cities? In 1900, the world had around 40 capitals; today there are <a href=\"https:\/\/geographyfieldwork.com\/WorldCapitalCities.htm\" target=\"_blank\" rel=\"noreferrer noopener\">201<\/a>. About <a href=\"https:\/\/stories.uq.edu.au\/contact-magazine\/2022\/how-not-to-build-capital-indonesia\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">40%<\/a> of all countries have considered relocating their capital \u2014 and at least five new capitals are now being planned.&nbsp;<\/p>\n\n\n\n<p>Having visited and photographed six new capitals across the globe \u2014&nbsp;Bras\u00edlia in Brazil, Abuja in Nigeria, Astana in Kazakhstan, Sejong in South Korea, New Administrative Capital (N.A.C.) in Egypt, and Nusantara in Indonesia \u2014 I recently published a book, \u201cNew Capital: Building Cities From Scratch,\u201d that documents my experience of observing these megaprojects.&nbsp;<\/p>\n\n\n\n<p>While Bras\u00edlia, Abuja, Astana and Sejong have been around for several decades \u2014 they were built in 1960, 1991, 1997 and 2007, respectively \u2014 N.A.C. and Nusantara are very recent. Only a portion of N.A.C. is complete, while Nusantara has just broken ground.<\/p>\n\n\n\n<p>New city building is a symptom of deregulated economies, neoliberalism and the emergence of real estate as an asset class. Tech companies are also helping to drive \u201csmart\u201d urban development. For example, South Korea\u2019s $40 billion \u201csmart city\u201d Songdo, built on a 1,480-acre stretch of reclaimed land, serves as a testing ground for a tech company that gathers <a href=\"https:\/\/newsroom.cisco.com\/c\/r\/newsroom\/en\/us\/a\/y2011\/m07\/cisco-and-new-songdo-international-city-join-forces-to-create-one-of-the-most-technologically-advanced-smart-connected-communities.html\" target=\"_blank\" rel=\"noreferrer noopener\">real-time data<\/a> in the city streets.<\/p>\n\n\n\n<p>In contrast to suburbs or existing city offshoots, purpose-built new city projects tend to be marketed with their own brand, identity and vision. These competing visions sometimes obscure issues of livability, affordability and accessibility. For example, Bras\u00edlia and Abuja were designed to be car-centric. This design model leads to high vehicle dependency, which marginalizes pedestrians and excludes social groups such as the poor and disabled.&nbsp;<\/p>\n\n\n\n<p>This reality counters the image of new cities as a one-stop remedy for urban and economic issues faced around the world: pollution, overcrowding, traffic congestion, housing shortages and a lack of green space. By starting from scratch, governments hope to develop new economic sectors that improve old dysfunctional urban centers.&nbsp;<\/p>\n\n\n\n<p>But new cities also raise environmental concerns. Since 1985, about <a href=\"https:\/\/www.worldbank.org\/en\/topic\/urbandevelopment\/overview\" target=\"_blank\" rel=\"noreferrer noopener\">29,500 square miles<\/a> of newly urbanized land has been built in places at risk of severe flooding. This is perhaps surprising since at least one new capital \u2014 Nusantara, Indonesia \u2014 was built in response to rising sea levels. The previous capital, Jakarta, is sinking at a rate of up to <a href=\"https:\/\/www.theguardian.com\/cities\/2016\/nov\/22\/jakarta-great-garuda-seawall-sinking\" target=\"_blank\" rel=\"noreferrer noopener\">10 inches per year<\/a>, and <a href=\"https:\/\/www.nytimes.com\/2023\/05\/17\/briefing\/java-jakarta-capital-move-flooding.html#:~:text=Today%2C%2040%20percent%20of%20Jakarta,reside%20in%20the%20surrounding%20region.\" target=\"_blank\" rel=\"noreferrer noopener\">40% of the city<\/a> is now below sea level.&nbsp;<\/p>\n\n\n\n<p>Although it is likely more countries will consider moving their capitals for climate reasons, historically the decision to relocate a capital city has largely been symbolic, for economic or strategic reasons. Ankara, Bern, Bras\u00edlia, Canberra, Madrid, Ottawa and Washington, D.C., are examples of capitals founded to be \u201cneutral\u201d \u2014 unburdened by regional or political identities.&nbsp;<\/p>\n\n\n\n<p>The rising trend of building new capitals in the 21st century also reflects a fundamental shift in how we work, as well as the future of how our government institutions will be run. Before email and video calls, civil servants had no choice but to cluster together to reach the office.&nbsp;<\/p>\n\n\n\n<p>Where government jobs go, private ones follow. One <a href=\"https:\/\/www.economist.com\/international\/2019\/04\/04\/why-governments-move-civil-servants-out-of-national-capitals\" target=\"_blank\" rel=\"noreferrer noopener\">study<\/a> found that after Germany\u2019s federal workforce moved from Bonn to Berlin in 1999, for every 100 government jobs that relocated, 55 private-sector jobs were created. Many of these were service jobs in fields such as law and consultancy. &nbsp;<\/p>\n\n\n\n<p>An ongoing problem with new capitals is how to convince workers to move to an entirely new city that lacks a social-cultural fabric. Sejong, for example, is home to just 350,000 people, compared to 10 million in Seoul.&nbsp;An immense amount of labor is required to build these new capitals \u2014 often from migrant laborers. Although Bras\u00edlia was built by migrant labor, some workers were <a href=\"https:\/\/placesjournal.org\/article\/brasilia-and-the-populist-frontier\/\" target=\"_blank\" rel=\"noreferrer noopener\">forcibly removed<\/a> once the city was inaugurated in 1960. The six capitals below, while oriented towards the middle and upper-middle classes, are dependent on the power of workers.&nbsp;<\/p>\n\n\n\n<div class=\"wp-block-group\"><div
